- Increased enrollment at all levels of education among youth.
- Development adequate and quality infrastructure particularly in lower parts of the County, urban slums and irradiate poverty, gender disparity, HIV and AIDs.
- Youth polytechnics, home craft centers, early childhood development education
Youth empowerment:
- Youth policy formulation
- Empowering youth through entrepreneurship training
- Career mentorship
- Youth fund management
Sports:
- Talent development
- Sports and policy formulation
- Sports facility development
- Talent placement
