Distinguished residents of Embu County,
It gives me great pleasure to welcome you to the Legislative arm of the Embu County Government.
The County Assembly is the legislative wing of the devolved government that is tasked with the roles of making County laws, ensuring that the needs of Embu residents are heard through their elected representatives and checking on the excesses of the County Executive to guarantee that development projects will be implemented and policies formulated to smoothly run the County Government.
Chapter 11 of the Constitution of Kenya, 2010 established devolution as a key part in running of the affairs of the nation of Kenya. Embu County was among the 47 counties established under the Constitution.
The Clerk is the administrative and procedural head of the County Assembly; the legislative arm of the County Government. The Clerk is therefore tasked with the herculean task of ensuring the flawless operation of the County Assembly through coordination of both staff and MCA affairs.
The Office of the Clerk has important statutory responsibilities in supporting the Members of the County Assembly of Embu to achieve their legislative and representation functions.
Further, the office has obligations to ensure that parliamentary processes carried out by the County Assembly of Embu are done within the law and with the greater public’s good in mind.
My office has an obligation to ensure that public participation is ensured and facilitated, thereby demystifying the work of the County Assembly of Embu and ensuring utmost accessibility by the public.
I am aware of the magnitude of the work that is expected of all of us who work within the County Assembly and more so the challenges that lie ahead. The task is enormous, but not insurmountable.
I am confident that with the support of the Speaker, the Honorable MCAs, the County Executive of Embu and all stakeholders involved in running this great county, we will achieve our intended goals and vision.
Ultimately, I am convinced that the professionalism and commitment of my staff will ensure that my office will meet the challenges ahead with optimism.
It is my expectation that this magazine will immensely contribute towards bringing the much desired linkages needed in information dissemination on matters of debates, legislative initiatives, proceedings and Assembly resolutions to encourage greater, wide range public participation on matters of legislation in the county.
